YSU has issued no Pennsylvania licensure determination for its MSN or certificates; the by-state disclosure file it links was unreachable on September 26, 2026. The state rules page quotes each YSU source.
Pennsylvania's rules for your clinical hours
The state adds no approval step for YSU. Subchapter C of 49 Pa. Code Chapter 21 governs the CRNP programs Pennsylvania's State Board of Nursing approves, and no provision there makes a program based elsewhere seek Board approval before placing students with Pennsylvania facilities. Who may precept you is settled by YSU's preceptor requirements, not by the Board's standards for its own programs.
Section 21.118 exempts students in accredited graduate nursing programs who are licensed as RNs in another U.S. state: they may complete required clinicals here without adding a Pennsylvania license, as long as they are not compensated for that clinical work. YSU sets a higher bar, since your RN license must be current, unencumbered and valid both where you practice and where your practicum hours happen. Compact membership took effect on July 7, 2025, which means an Ohio or West Virginia multistate license clears both bars.
A final overhaul of the Board's nursing education rules, headed to an October 15, 2026 review meeting, keeps § 21.118 substantially intact.
Pennsylvania's student exemption does not replace YSU's license rule. Before your first hour at a Pennsylvania site, make sure your RN license works there, whether Pennsylvania issued it or another compact state issued it as multistate.
After graduation: becoming a CRNP
Pennsylvania certifies nurse practitioners as CRNPs, and AANP classes it as a reduced practice state: a CRNP works under a written physician agreement permanently, and prescribing adds agreements with two or more physicians.
Under § 21.271, graduates of programs outside Pennsylvania qualify when the Board judges their course of study equivalent to the state's standard at the time they finished, and they pay a higher certification fee than graduates of Board-approved programs. Pennsylvania's own programs need at least 500 clinical hours; YSU's program pages list 750 practicum hours for each NP track, though the catalog still shows 600 for FNP and 540 for AGACNP. Where students in western Pennsylvania look
In the west, the biggest market is the Pittsburgh metro, home to roughly 2.42 million people by the Census Bureau's estimate for 2025, and UPMC is the system based there. Nearer Youngstown, Mercer County has Sharon Regional among its hospitals; ask it directly how it handles NP students today. Jefferson Health, Penn Medicine, Penn State Health and Geisinger round out the state's large systems.
Treat each name as a place to search, not a site with a YSU arrangement. Every facility sets its own student terms, and one that wants an affiliation agreement with YSU adds lead time. The fit rules are YSU's: primary care for FNP, where YSU's recommended mix leans on adult, pediatric and women's health hours; acute care for AGACNP; never your own unit, your supervisor or paid time.

Questions YSU students ask
Which RN license covers YSU clinical hours in Pennsylvania?
Either one Pennsylvania issued you or a multistate license from Ohio, West Virginia or another compact member. A single-state license from anywhere else falls short of YSU's rule, even where Pennsylvania's student exemption might accept it, so settle your license before the first Pennsylvania practicum starts.
Can a Pennsylvania physician assistant precept a YSU student?
YSU's 2026-27 graduate handbook lets a master's-prepared physician assistant licensed in the practicum state precept AGACNP students, and FNP students for up to 150 hours after the first practicum. At a Pennsylvania site, that means a Pennsylvania-licensed PA. YSU's older FAQ still bars physician assistants, so check with your clinical faculty first.
Can I count practicum hours during paid shifts at my Pennsylvania hospital?
No. YSU rules out practicum hours on the clock, in your own unit or under your supervisor, and Pennsylvania's exemption for students licensed elsewhere covers only unpaid clinical work. If you also want RN shifts in Pennsylvania while enrolled, on a license outside the compact, the code sends you to endorsement licensure plus a temporary permit.
Can Pennsylvania RNs take YSU's online RN to BSN?
YSU's program map lists Pennsylvania for it. The RN-BSN handbook then asks students outside Ohio to make sure YSU and their facility can sign a legal clinical agreement, and to check Pennsylvania's own requirements.
