Which states YSU's online nursing programs accept
Youngstown State University admits online nursing students only from states where it is authorized: Ohio, Pennsylvania and West Virginia for every graduate program, plus a fourth state its own pages disagree on. The catalog, the 2026-27 graduate handbook, the certificate pages and the program map say Michigan; the online MSN pages edited August 31, 2026 say Indiana. The RN to BSN map shows Michigan, Ohio and Pennsylvania only, and YSU publishes no state-by-state licensure determinations.

YSU's words, source by source
Each statement below is quoted exactly as YSU publishes it, with the date the source carries. Two framing sentences sit behind them: the online pages say YSU's programs must meet the standards of the states where authority is approved and may only admit students from those states, and the handbook says YSU may only admit online students residing where it is authorized to offer nursing education.

Program by program
The map covers nine online nursing programs, and they do not all read the same way. For the three MSN tracks, "conflict" below means the MSN page points one way and every other YSU source the other.

The certificates are consistent: their own pages, the catalog and the map all name Michigan. The RN to BSN row rests on the map alone, which omits West Virginia; no YSU text gives an RN to BSN state list to test it against.
Every other state, the District of Columbia and Puerto Rico are marked unavailable for all nine programs. The campus BSN, ADN and DNP Nurse Anesthesia programs are taught in Youngstown and sit outside the map.
Michigan or Indiana: reading the conflict
The dates lean toward Michigan. The graduate handbook has named Michigan since at least its 2022-23 edition, and the August 2026 revision kept it. Indiana appears only in edits made to the three MSN pages on the evening of August 31, 2026. The AGACNP advanced placement certificate page, edited minutes later that night, still says Michigan, and the map's data file, updated in late September, still marks Indiana unavailable.
None of that proves which is right. Indiana could be a new authorization the other sources have not caught up with, or an editing error on the MSN pages, and the published record cannot tell the two apart. What it does settle is that nobody should enroll or plan practicums on either reading without YSU's written word.

Michigan residents are caught too. An MSN applicant there faces the same conflict in reverse, because the MSN pages leave Michigan off their list.
No published licensure determinations
Federal rules require colleges to tell students whether a program meets licensure requirements in each state, and YSU's professional licensure disclosures page says so. That page then lists one nursing program, the Bachelor of Science in Nursing, as designed for licensure in Ohio, and its link to YSU's disclosures by state, a Word document, returned a not-found error when checked on September 26, 2026. No meets, does not meet or not determined finding turned up for any MSN or certificate.
YSU's handbook says graduates apply to practice in Ohio or in the state where they intend to practice, using the older phrase Certificate of Authority; Ohio has issued an APRN license instead since 2017. The licensure check therefore falls to you and your target state's board. Pennsylvania, for instance, certifies graduates of out-of-state programs as CRNPs when the program is accredited and Board-approved or judged equivalent to Pennsylvania's standard. What each state's board says about out-of-state students
State boards regulate licenses more than programs, and for graduate students most of them add little. This is what each board's published rules and pages show for YSU's states and for Indiana.

West Virginia's state nursing education office adds one detail: out-of-state graduate programs need the commission's approval for West Virginia clinicals only if the institution is not part of the national reciprocity agreement known as SARA, or if it sends ten or more students to one site. Questions YSU students ask
Does YSU's state rule apply to where I live or where I train?
Both. The handbook says online MSN students must complete the program while residing in an accepted state, and YSU's license rule covers the state where you complete practicum hours. In practice you live in a state accepted for your program, train in one, and hold an RN license valid in each place involved.
Can I start a YSU online program from an unlisted state and move later?
YSU's pages say its online nursing programs may only admit students from the states where it is authorized, and the program map marks every other state unavailable. Apply from an accepted state. If you expect to move during the program, the map asks you to tell your advisor first, because a change of state can affect your status.
Is YSU's online RN to BSN open to West Virginia nurses?
The program map lists Michigan, Ohio and Pennsylvania for the RN to BSN and marks West Virginia unavailable, even though West Virginia is open for the graduate programs. No other YSU page gives an RN to BSN state list, so a West Virginia nurse should ask YSU directly before applying.
Where can I find YSU's licensure disclosure for my state?
YSU's professional licensure disclosures page links to a by-state document, but that link returned an error on September 26, 2026, and the page itself names only the BSN for Ohio licensure. Ask YSU's online office for a written determination for your program and state, and read your state board's APRN licensure rules yourself.
If YSU confirms Michigan for my MSN, which license do I need?
For practicum hours in Michigan, a Michigan RN license meets YSU's rule, and you need one because Michigan is outside the Nurse Licensure Compact. Any practicum hours in Ohio would also need a license valid in Ohio. Michigan's board requires a current Michigan RN license for NP specialty certification there as well.
