Who oversees graduate clinicals in West Virginia
Under WV Code ยง30-7-1 and Legislative Rule 19-01, West Virginia's RN board limits its oversight to prelicensure education, so its out-of-state approval form does not apply to YSU's MSN or certificates. For graduate programs, the board redirects placement questions to two other places: the state's Higher Education Policy Commission and whichever national body accredits the program.
The commission's nursing workforce office has written a clinical rotation guide aimed at out-of-state schools. By its account, graduate and APRN programs need commission sign-off for West Virginia clinicals in two cases only: the institution is not an NC-SARA member, or it would put ten or more students in one facility. That is YSU's matter rather than yours; if a facility raises it, bring it to your clinical faculty early.
West Virginia counts as reduced practice on AANP's map: for an initial three years an NP prescribes only under a physician's collaborative agreement, and Schedule II narcotic prescriptions end at a three-day supply.
The RN license for West Virginia hours
YSU's license rule follows your practicum: the license must be current, unencumbered and good in the state where you practice and in whatever state the hours happen. West Virginia joined the compact early, with multistate licenses in use there since January 19, 2018. The commission's guide adds a residence test for graduate students. Live in West Virginia and you train on its own RN license; live in another compact state and you bring that state's multistate license.
Since Ohio and Pennsylvania are compact members as well, one multistate license can carry a Wheeling nurse through practicums in all three states, though some large Ohio systems still name an Ohio license, as the RN license guide explains. NP licensure remains state by state, with no APRN Compact law in West Virginia.
A single-state West Virginia license covers West Virginia hours only. If any practicum could land in Ohio or Pennsylvania, get a multistate license, or that state's own, before the term begins.
From the Northern Panhandle to Charleston
The Northern Panhandle is the slice of West Virginia nearest Youngstown, and around Wheeling the name to know is WVU Medicine, which runs sites in the area. Across the river, Steubenville's Trinity Health System is set to pass to UPMC under a May 2026 agreement expected to close this fall; its hospitals sit in an accepted state too, so a panhandle resident licensed for Ohio can search there, and the southeast Ohio guide covers them.
Farther south, Census Bureau figures for 2025 give Charleston's metro roughly 200,000 residents and Morgantown's about 142,000, while the West Virginia parts of Huntington-Ashland and Hagerstown-Martinsburg hold about 185,000 and 158,000. Vandalia Health brings together Charleston Area Medical Center, Mon Health and Davis Health, and WVU Medicine and Marshall Health Network complete the statewide systems. None has a published YSU arrangement; each is search territory with its own student terms and must still fit YSU's setting rule for your track.

Questions YSU students ask
Can I live in Wheeling and complete YSU practicums in Ohio?
Yes. YSU accepts both states for its online graduate programs, and a multistate license issued by West Virginia works in Ohio under the compact, which satisfies YSU. A few Ohio health systems name an active Ohio RN license in their own student rules, so ask the site before applying.
Does a West Virginia NP need special credentials to precept a YSU student?
YSU's rules decide it, not West Virginia's. The 2026-27 graduate handbook's list covers APRNs with a master's or doctorate and national certification matching your population, certified nurse-midwives with graduate preparation, and MD or DO physicians. YSU's older FAQ adds a one-year experience minimum for NP preceptors, so run a newly licensed NP past your clinical faculty first.
Does moving to West Virginia mid-program change my license?
It can. Your license follows your home, and once West Virginia is your primary residence, the state's nursing education guide expects a West Virginia RN license, so arrange it before your next practicum. YSU's program map also cautions that relocating mid-program can hurt progression, so tell your advisor first.
Can I work as an NP in West Virginia after finishing at YSU?
Read West Virginia's APRN licensing rules before enrolling, because YSU publishes no West Virginia determination and no interstate compact for NP licenses is working yet.
