YSU practicums outside Ohio
Youngstown State University's online nursing students can live and train outside Ohio, but only in states YSU accepts: Pennsylvania and West Virginia across all graduate programs, plus Michigan or Indiana depending on which YSU page you read. Your RN license must be valid wherever practicum hours happen, and a move during the program can change your status, so tell your advisor before you relocate.

Which states count, and where YSU disagrees
Every YSU source agrees on Ohio, Pennsylvania and West Virginia for the online MSN tracks and post-master's certificates. The fourth state is where they split. The three online MSN program pages name Indiana as the fourth state where students may complete the program. The 2026-27 catalog, the 2026-27 graduate handbook, the post-master's certificate pages and YSU's online program map all name Michigan instead and leave Indiana out.

Until YSU settles it in writing, plan an Indiana practicum only with that written confirmation in hand. Michigan residents entering an MSN need the same written answer, because the MSN pages omit Michigan. The exact wording and dates are on the state rules page.
Your RN license has to match the practicum state
The handbook's license rule names three states that may or may not be the same: the one that licensed you, the one where you work and the one where your practicum experiences take place. All three must see a current, unencumbered RN license, and when hours cross a state line the third is the one to watch.
Ohio, Pennsylvania and West Virginia all belong to the Nurse Licensure Compact, so a multistate license issued by your home state among them generally reaches the other two. Michigan sits outside the compact: a Michigan practicum needs a Michigan RN license, and a Michigan resident training in Ohio needs an Ohio license as well.
Hospital systems can ask for more than YSU does. Several large Ohio systems require an Ohio RN license by name, with no word on whether a multistate license will do. The RN license rules guide names them and walks through the compact.
Living in one accepted state, training in another
Youngstown sits on the Pennsylvania line, and plenty of YSU students cross it: a Pennsylvania resident may find an FNP preceptor in an Ohio practice, or an Ohio nurse may train just over the border. YSU's rules allow either arrangement when you reside in an accepted state, the practicum is in an accepted state and your license covers it.
The state boards add little friction for graduate students. Pennsylvania's nursing code lets an RN licensed elsewhere who is enrolled in an accredited graduate program practice in required clinical settings without a Pennsylvania license, provided the student is unpaid; YSU's own license rule still applies on top. West Virginia's RN board regulates prelicensure programs only and refers graduate programs to the state's higher education commission. No Michigan rule was found requiring out-of-state programs to seek approval before placing students. The Pennsylvania, West Virginia and Michigan guides go further.
Hospitals and practices still set their own terms, whatever a board allows: an affiliation agreement with YSU, an application window or a local license.
Moving during the program
YSU's online program map warns that relocating to another state mid-program can bring restrictions that hurt your progression and can affect your program status, and it asks anyone planning a move to tell their advisor right away. Treat that as a step before signing a lease, not after.

RN to BSN students outside Ohio
The RN to BSN has its own map: Michigan, Ohio and Pennsylvania, with West Virginia shown as unavailable, and no other YSU page offers an RN to BSN state list to check it against. Its 2026-27 handbook then hands students who live beyond Ohio two tasks of their own: confirming that YSU and the out-of-state facility can actually put a legal clinical agreement in place, and researching whatever that state requires on top.
It matters because no RN to BSN preceptorship can begin without a signed contract linking the facility to YSU, and contract details are due at least 60 days before NURS 4852 Senior Capstone. Your placement advisor searches around your home, whichever accepted state that is, confirms the state is accepted for your exact program, and screens each preceptor for your practicum's setting and YSU's credential rules. We check that your license covers the site's state and ask each facility what it needs from YSU before anything is submitted.

Questions YSU students ask
Can I live in Pennsylvania and do my YSU practicum in Ohio?
Yes, both states are accepted for YSU's online graduate programs. Your license must be valid in Ohio, which a Pennsylvania multistate compact license generally covers, but some Ohio health systems ask specifically for an Ohio license, so check with the specific site before you apply there. Approval still runs through your clinical faculty.
Can I do a YSU practicum in a state YSU does not list?
YSU's sources require online nursing students to complete the program in the listed states, and YSU's map shades every remaining state, plus DC and Puerto Rico, as unavailable for all nine online nursing programs. Plan practicums inside the states accepted for your program, and ask the Graduate Program Director in writing before counting on any exception.
I live in Indiana. Can I do YSU clinicals there?
Only the three online MSN pages name Indiana. Every other YSU source, from the catalog and handbook to the certificate pages and map, leaves it out, and the map shows Indiana as unavailable. Get written confirmation from YSU before you apply or plan any Indiana practicum, and keep that confirmation with your program records.
Do I need a new background check if I move to another accepted state?
Possibly. YSU's archived 2022-23 handbook said background check requirements vary from state to state, and the current handbook keeps an annual criminal background check among the compliance items tracked in Exxat. After a move, ask your clinical faculty which checks the new state or site requires, and leave time before your next practicum.
Does a West Virginia license work for an Ohio practicum?
If it is a multistate license and West Virginia is your primary state of residence, it generally lets you practice in Ohio under the compact, which meets YSU's license rule. Several large Ohio systems still list an active Ohio RN license among their student requirements, so confirm with the specific site first.
