RN license rules for YSU's online nursing programs
Youngstown State University requires every online graduate nursing student to hold an RN license that is current, unencumbered and valid in three places: the state that issued it, the state where they practice and the state where their practicum hours happen. The MSN tracks add recent RN practice: one year for FNP, and one year of recent critical care for AGACNP. A multistate compact license can reach Ohio, Pennsylvania and West Virginia but not Michigan, and several Ohio health systems ask for an Ohio RN license by name.

YSU's license rule, as written
YSU words the rule three ways, and together they make one requirement: your license needs to be in force, carry no encumbrance and cover each state your program touches.

Unencumbered generally means a license with no board restrictions or conditions attached. If yours carries any board action, raise it with YSU before applying rather than after admission.
The license must also remain in force from admission to graduation. YSU records the expiration date at verification, and the handbook lists failure to maintain required clinical compliance documentation among the grounds for administrative withdrawal, so renew well before a practicum starts. The FNP definition has a detail worth reading twice. Recency is measured against your first practicum course, not your application, so a nurse who has stepped away from clinical work needs RN clinical experience within three years of the term NURS 7061 begins.
YSU's AGACNP catalog sentence names both the admission start date and registration for the first specialty course as the point by which the critical care year must be complete, so confirm your timing with admissions. The MSN AGACNP guide covers the critical care background in more depth.
The Nurse Licensure Compact in brief
The Nurse Licensure Compact lets an RN hold one multistate license, issued by their primary state of residence, and practice on it in the other member states. For a YSU student it can be the difference between holding one license and holding two.

Two limits apply. A multistate license comes from the state where you actually reside, so a Michigan resident cannot hold one while Michigan stays outside the compact. And the compact covers RN practice only: only five states have passed the separate APRN Compact, it cannot start until seven do, and none of YSU's states is among the five, so your future NP license remains a state-by-state matter.
Ohio sites that ask for an Ohio RN license
YSU's rule is met by any license valid in the practicum state, but several large Ohio systems write their own. According to their student pages, Cleveland Clinic asks graduate nursing students to have an active Ohio Registered Nursing License, University Hospitals' Behavioral Health Institute asks the same, Nationwide Children's lists an Ohio RN license for graduate students, and Cincinnati Children's wants both an active Ohio RN license and enrollment in one of the programs on its affiliated list. None of those pages says whether they would take a compact license issued outside Ohio.
For an Ohio resident holding an Ohio license, nothing changes. A Pennsylvania or West Virginia resident on a multistate license should ask the system before applying, and a Michigan resident needs an Ohio license for any Ohio site in any case.

From RN license to APRN license
Your RN license is also the base for the APRN license you will seek after certification. An Ohio APRN license rests on an active Ohio RN license, according to the Ohio Board of Nursing, and either kind qualifies: one Ohio issued for Ohio alone, or a multistate license from any other compact member. YSU's handbook still calls the credential a Certificate of Authority, the term Ohio used before 2017; Ohio now issues an APRN license, with a separate license for each APRN designation.
Other states tie advanced practice status to a local RN license too. Michigan, for its part, awards NP specialty certification only when a nurse holds an active Michigan RN license and has passed national certification with a certifying body its board accepts. YSU's handbook is clear that finishing the MSN does not by itself confer APRN licensure; the certification exams guide and the Ohio Board of Nursing guide cover the steps.
How we check license fit in your placement
Before your placement advisor approaches a preceptor, we confirm that your license covers the practicum's state and whether the site's own rules go further than YSU's. If a hospital system names an Ohio RN license and you hold a multistate license from Pennsylvania or West Virginia, we get the system's answer first, and we widen the search to independent practices, community health centers and hospitalist groups so your options never rest on one employer's policy.
We also track what expires. A license renewal, BLS or ACLS lapse inside a 7-week term can stall your hours, so we flag the dates ahead of each practicum while the next preceptor is already in progress. Questions YSU students ask
Does YSU accept a multistate compact license?
YSU wants your license active and unencumbered wherever you hold it, work on it and train on it, and a multistate license issued by your home compact state carries over into every other member state. YSU's pages do not mention compact licenses by name, so list yours clearly on your application and confirm with admissions if your practicum state differs from your home state.
Does travel, agency or per diem RN work count as recent practice?
The FNP catalog defines recent clinical experience as clinical RN work within three years of your first practicum course and does not single out any type of employment. If your recent hours came through travel contracts, an agency or per diem shifts, describe them plainly on your application and ask admissions how they count them, especially if the work was part time.
What if my RN license lapses during a practicum?
YSU ties your practicum hours to an active license valid where they happen, so a lapse breaks that rule and halts clinical work until the renewal goes through. The handbook lists failure to maintain required compliance documentation among the grounds for administrative withdrawal. Renew before each practicum starts, and update the expiration date wherever YSU asks for it.
Is there a compact for nurse practitioner licenses?
An APRN Compact exists on paper: five states have enacted it, but it needs seven to operate, and in May 2026 NCSBN said its staff would work with boards of nursing on a redesign. None of YSU's accepted states has enacted it, so after certification each state where you intend to work as an NP licenses you separately.
Can a Michigan resident do YSU practicum hours in Ohio?
Yes, if YSU accepts Michigan for your program and you hold a license valid in Ohio. Since Michigan has not joined the Nurse Licensure Compact, that means holding an Ohio RN license alongside your Michigan one. If you are entering an MSN, confirm Michigan with YSU in writing first, since the online MSN pages name Indiana instead.
